[Problem] To predict the safety of an inclined plane using a predicted rainfall value. [Solution] A prediction device 10 comprises: a first calculation unit 11 that calculates, on the basis of individual actual measured values, a relational expression for the state of moisture on an inclined plane to be monitored and the amount of rainfall on the inclined plane; and a second calculation unit 12 that, using the calculated relational expression and a predicted value for the rainfall on the inclined plane at a prescribed point in time when no actual measurement value exists, calculates a predicted value for an index indicating the safety of the inclined plane at the given point in time.
