종래 IPMC 에 있어서, 고분자 전해질 막은 불소계 이온성 고분자인 Dupont사의 나피온(NafionTM)이 주로 사용되고 있으며, 금속 전극은 백금(Pt), 금(Au), 은(Ag), 동(Cu) 등이 사용되었다. 이와 같은 금속 전극은 주로 무전해 도금법으로 제조되며, 무전해 도금법은 전처리 과정, 이온 흡착 과정, 환원 과정 등이 복잡하고 우수한 굽힘 성능을 얻기 위해서는 이들 과정을 5회 내지 7회 이상 반복해야 한다. 이에 따라 전극 적층 과정에서만 일주일 이상의 시간이 소요되며, 긴 제작 시간에 의해 발생할 수 있는 실험적 문제나 오차로 인해 일정한 성능, 예컨대, 낮은 표면 전기 저항, 일정한 전극의 표면 형상, 일정한 전극의 두께 및 전극과 고분자 사이의 계면 특성 등에 재현성을 갖는 전극을 갖는 구동기를 제작하는 데 어려움이 있다. 또한, 종래 TiO, MnO2, Fe2O3 등의 불투명한 소재로는 투명 전극을 구현하는 것에 어려움이 있었으며, 매우 높은 저항으로 인하여 우수한 전기 전도도를 나타내는 것에 어려움이 있었다. 고분자 필름 상에 카본 파우더 용액을 스프레이하여 유연한 전극을 형성하는 경우에도 상기 전극의 신축성에 한계가 있어 모션의 미세한 컨트롤에 어려움이 있었다. 또한, 종래 IPMC의 경우 구동을 위한 별도의 전원을 사용하였다.
