In the selecting circuit 6, when the signal is discriminated to be the reflected signal in a self station, a reflected instruction is sent to the repeating circuit 5, simultaneously, the signal is decoded, and it is restored to a protosignal. Further, the signal is encoded, sent to a light repeater 5', electric/optical-signal-converted here, and returned to the terminal station of a sending source through a light transmitting path 4' as a light signal string. In the terminal station, by detecting the bit error and code rule infraction of a receiving signal through the use of a measuring device, the error rate of the up line and down line can be detected.
