CONSTITUTION:In a toggle link device which consists of toggle links 42 and 43 and pins 44 and 46, a pulling coil spring 47 enforces the pin 44 and the toggle link device is extended by continuing the clockwise rotation of an operation lever 32 around a pin 33 as the axis. This extension is going to the direction to an operation output lever 39, but a recess 54a of a throwing-in delay ratch 54 is geared with the pin 46 furnished on the lever 39, and the position of the pin 46 is fixed. In this case, by continuing the rotation of the operation lever 32 clockwise, the gearing part 32a is contacted to a projection 54b near the final throwing-in position of the ratch 54, and the ratch 54 is rotated clockwise around a pin 38 as the axis.
