CONSTITUTION:A deciding means 3 to output a deciding signal indicating a decision value on a complex plane, an amplitude deviation detecting means 6 to output an amplitude deviation signal proportional to the amplitude element of the deviation between the deciding signal and a complex signal, a phase deviation detecting means 7 to output a phase deviation signal proportionate to the phase element of the deviation between the deciding signal and the complex signal, and an averaging means 8 to calculate the mean square values of an amplitude deviation signal and the phase deviation signal, and a means 9 to output the signal corresponding to the size of the amplitude of the deciding signal are provided. Thus, it can easily be observed on the screen of an oscilloscope that to what extent the random noise and the jitter affect the amplitude of the signal point in the amplitude direction and the phase direction.
