CONSTITUTION: Current and weather information from a current sensor 1 and a weather sensor 2 is converted into a light signal by a current and weather information transmitter 3 and sent to a current and weather information receiver 5 installed at a transformer station, etc., through an OPGW 4. Then the light signal received by the receiver 5 is converted into an electric signal, which is sent to a ground fault evaluation function arithmetic circuit 6 and a short- circuit fault evaluation arithmetic circuit 7. A ground fault evaluation function fE and a short-circuit fault evaluation function fS obtained by the circuits 6 and 7 are compared by a function value comparing circuit 8, which decides a ground fault when fE is larger or a short-circuit fault when fS is larger.
