Then, the heater 6 is controlled to the set temperature of the controlled system. When the temperature of the heater 6 rises, the duty ratio of power application to the heater 6 is reduced. Whether or not the temperature of the controlled system reaches the set temperature is discriminated by utilizing the above and comparing the pulse width of consecutive two pulses of the variable circuit 2.
