PURPOSE:To simplify a system by reducing the scale of a digital filter without spoiling data compressibility and the quantity of a reproduced picture. CONSTITUTION:An input digital picture signal DV is supplied to a linear digital low-pass filter 22 through an input terminal 21 to decreases the number of samples by limiting the band linearly, i.e., only horizontally, and the resulting signal is supplied to a linear rough sampling circuit 23 to decrease a sampling rate, The output of this rough sampling circuit 23 is supplied to a DPCM modulating circuit 30, whose output is sent out from an output terminal 20b as signal D'L of a low-band channel. The input picture informaton of this low-band channel is supplied to a subtracter 25 and the picture information of the low-band channel is subtracted from the input digital picture information to obtain input digital picture information D'VH of a high-band channel, which is processed through a compressor 26, an adder 27, a DRN generator 28, and a linear rough quantizer 29 to obtain a transmitted information signal D'H of the high-band channel.
