Subsequently, a reproduced signal of a reproducing circuit 5 of a VTR3 is provided to a descrambling circuit 6, conversion being reverse to the scrambling circuit 2 is executed, and the signal is returned to a regular television signal. In this case, a video tape which has recorded the signal is loaded to an ordinary VTR and is reproduced without causing any obstruction, but contents of its picture are not discriminated.
