CONSTITUTION:When an access request signal for secondary storage devices is supplied to an access request classifying circuit 10 through a signal line 1, the access request classifying circuit 10 classifies the access request by secondary storage devices 60-62, and stores the result in access request storage devices 20 and 21. An optimum request detecting circuit 40, when access requests are stored newly in the storage devices 20 and 21, is actuated to decide on the order according to which two heads provided to every secondary storage device perform access requests by the indication of a scheduling control register 41, and then outputs information for storing the head number and execution order of every access request to the access request storage devices 20-21. An optimum request retrieving circuit 45 informs a secondary storage controller 50 of a request to be performed next.
