PURPOSE:To obtain an ingot having no foam and having sound surface layer parts by agitating molten steel contg. C, Si, Al, P, etc. by electromagnetic induction in such a way as to satisfy the conditions shown by the equation. CONSTITUTION:Steel consisting of 0.01-0.15% C, <=0.03% Si, <=0.005% acid soluble Al, <=0.03% P, <=0.03% S and the balance Fe, Mn and alloy elements is melted. This molten metal is rotated and agitated by using electromagnetic induction in a continuous casting mold in such a way as to satisfy the conditions of the equation. In this way, the formation of foam in the surface layer parts of the weak disoxidized steel of high concn. of dissolved oxygen is prevented and the sound surface layer parts are obtained.
