CONSTITUTION:A drawn steel wire coil is heated in an annealing furnace 10 under slightly oxidizing atmosphere in a coiled state. The steel wire coil is given pickling, water washing, chemical conversion treatment, etc., as coiled and a rust preventing coating of high heat resistance and good adhering property is formed. Rewinding and cooling the coil at about 300 deg.C by a heat keeping rewinder 11, and keeping the wire at a temperature of applying adhesive, the adhesive 6 of modified powder polyethylene is sprayed on the wire by warm air, etc., to a thickness of 10-80mu, melted polyethylene or polypropylene added with plasticizer is extruded continuously from an extrder 7 and coated on the wire at a high speed, then the wire is cooled (8) and wound up to a winder 9. The wire can be wound up at a speed of 1500- 2000 m/min.
