PURPOSE: To efficiently subject sewage sludge to final disposal without applying pretreatment such as drying or the addition of additives thereto by directly introducing water-containing sludge to the kiln tail part of a dry kiln or a calcination furnace to incinerate the same. CONSTITUTION: A suspension preheater 3 is connected to the upper part of the kiln tail part 2A of a rotary kiln 2 and a cement raw material ground by a raw material mill is preheated by the preheater 3 to be charged in the kiln tail part 2A of the rotary kiln 2 and baked to produce mement clinker. Therefore, the water-containing sludge charged in the kiln tail part 2A of the rotary kiln 2 is baked along with the heated cement raw material to be discharged as cement clinker.
