Claims (5)

[Claims] 1. A volatile oil component, a water-repellent polymer that dissolves in the volatile oil component, a powder that can be coated on the water-repellent polymer in the absence of the volatile oil component, and a volatile oil component. A lipstick composition comprising a soluble non-volatile oil component and water, wherein at least a part of the powder is silica. 2. The composition according to claim 1, wherein the volatile oil content is 20 to 60% by weight, the water repellent polymer is 5 to 20% by weight, the silica is 1 to 10% by weight, and the nonvolatile oil content is 5 to 30%.
