Abstract

PURPOSE: To suppress occurrence of congestion by detecting number of untransferred packets respectively, selecting a queue having the least number of the untransferred packets and connecting a packet to be sent to the selected queue.
CONSTITUTION: A number detection means 8 detects number of packets connecting to each queue 5 and gives it to a selection means 9. The means 9 compares number of packets connecting to each detected queue 5 by the means 8, selects the least number and gives it to a queue setting means 6. When a packet to be sent newly is generated, the means 6 connects the relevant packet to the queue 5 selected by the means 9. A packet connecting to the queue 5 is sent sequentially to an exchange 2 via connection paths 3, 4 corresponding to each queue 5. Thus, the connection paths 3, 4 of the exchanges 7, 2 are used in average and no load is exerted only to a specific connection path, then the occurrence of congestion is suppressed low.
