PURPOSE:To decrease the number of times of the use of an infrared thermometer and reduce the cost by providing a ground side detection system for detecting fires under the floor of a train and a train side detection system for detecting fires on the floor of the train, and transferring information on detection by the systems to a ground side surveillance system. CONSTITUTION:When the fire alarm switch 5 of a fume sensor 9 is pushed on a train or a temperature sensor 7 operates, the number of the train and fire information are transferred to a train radio station 4 from the main station 3 of a LAN on the train and information is transferred to a ground side surveillance center 12 via an inductive ratio ground station 13. When a ground side train fire detection device 11 detects the approach or passage of a train by means of an axle detector 21, temperature data of infrared thermometers 19,20 are taken into a data collecting device 17 together with axle data of the axle detector 21. The temperature data stored in a form corresponding to an axle position are transferred to a judging and processing unit 16 and the device 16 compares an initially stored temperature distribution of the train to the temperature data to determine whether or not there is any overheated part, and transfers the result to the ground side surveillance center 12 via a transfer device 14.
