CONSTITUTION: Produced steam waste heat is introduced by a waste heat introducing pipe 8 to a heat utilizing device such as a double effect absorption refrigerator 10 or a heating and hot water supply heat exchanger through a control valve 9 while a private power generation device 4 is formed so that part of steam waste heat can be introduced in a heating heat exchanger 6 by a waste heat introducing pipe 8' through a control valve 12. In heat gathering heat exchanger 7 gathered high temperature steam is introduced in the heat utilizing device such as cooling, heating and hot water supply by a heat accumulating introducing pipe 13 connected to the waste heat introducing pipe 8 through a control valve 14 while spent steam is returned as drain through a steam trap 16, a control valve 17 and a pump 18 by the use of a return pipe 15. Thus high temperature steam or high temperature water is supplied in the heat utilizing device through the waste heat introducing pipe 8, so that the waste heat of the private power generation device and the heat accumulation of an accumulator can be utilized.
