CONSTITUTION: The output value of a threshold generation circuit 1 holds a decided rate with the output value of a threshold generation circuit 2 and it is smaller than the output value of the circuit 2. An amplitude comparison circuit 3 amplitude-compares the input pulse signal and the threshold of the circuit 1, quantizes the difference, and supplies it to a time discrimination circuit 5. When the time rate of the sum of a period when the input pulse signal has exceeded the threshold and the sum of the other period is more than a prescribed value, the circuit 5 increases the threshold of the circuit 1, reduces the threshold of the circuit 1 when the time rate is less than the prescribed value, and sets the threshold near the amplitude of noise, which has always been superimposed on the input pulse. A second amplitude comparison circuit 4 detects the input pulse signal by the threshold with a prescribed amplitude allowance with respect to the amplitude of noise in accordance with the threshold of the circuit 2.
