前記排水層20及びマット18からなる浸透水キャピラリーバリア層17を用いれば浸透水を側方へ排水することが可能となる。この側方排水の集水には、多層覆土の遮水性能評価試験から求めた浸透水の排水距離に基づき排水溝36を設置している。すなわち、浸透水キャピラリーバリア層17の模擬構造を作成して排水層20による保水限界距離(排水距離)を求めておき、この排水距離相当位置以内に集水させるようにすれば保水破壊によって埋立て廃棄物内への雨水浸透を制御できる。

廃棄物10中から発生するガスは廃棄物10から覆土層22表面に突出貫通し、下層空隙層に連結するガス抜き管26を設置し外部へ放出している。また、浸透水キャピラリーバリア層17に雨水の一部の浸透孔46を設けている。さらに前述流末集水暗渠14は比較的大きな断面とし、管壁に図示しない多数の孔を開けて形成されている。これにより、覆土表面から浸透して廃棄物10を透過した汚染水を集水するとともに廃棄物層への空気供給及び排気を行うことができる。

ところで浸透水キャピラリーバリア層17の施工対象が急斜面の場合には砂利や砂を用いると崩れやすく敷き均すことが難しい問題がある。しかしながら実施形態に係るマット18を用い、その上層に排水層20を形成することにより、浸透水キャピラリーバリア層17の層の厚みを薄く形成することができる。したがって比較的急勾配の埋立地に対しても前記砂利や砂を用いるよりも崩れにくいキャピラリーバリア層を形成し、側方排水を行うことが可能となる。
