【発明の属する技術分野】
本発明は,電力自由化の進展に伴い電力の供給を一般電気事業者だけでなく、特定規模電気事業者、特定電気事業者等も供給可能となってきており、これらの電気事業者と発電事業者との電力の売買契約にもとづく料金形態と発電事業者の発電機の燃料消費特性の差異をもとに、電気事業者および発電事業者ともに利益を向上させるための電力需給制御方法および装置に関する。

【従来の技術】
一般電気事業者は発電設備、送変電設備および配電設備を所有しているため、一般電気事業者は予測した電力需要をもとに、系統の信頼度を維持して、発電設備で消費する燃料費を最小化するように発電機の経済負荷配分計画を作成していた。このときの一般電気事業者の目的は、系統の信頼度を維持しながら、利益を最大化できるように電力系統を運用制御することである。

利益を最大化するためには、与えられた需要において、得られる収入(電気料金)は一定であるので、一般電気事業者は文献「電力系統工学」(電気書院 関根泰次著)の103ページから115ページにあるように、発電に要するコストである燃料費を最小化していた。

【発明が解決しようとする課題】
電力自由化の進展に伴い、電力を供給するのは一般電気事業者だけでなく、特定規模電気事業者、特定電気事業者等も可能となっている。また、将来は一般電気事業者も発電、送変電および配電で会計分離あるいは発電事業者、送配電事業者(系統運用事業者)および配電事業者に分離される可能性がある。すなわち、電気事業者、発電事業者はそれぞれの利益を最大化するために電気料金等の契約を結ぶことになる。

このとき、電気事業者は需要が一定で、需要家からの収入が一定であるとすれば、複数の発電事業者と契約した料金形態の中で、もっとも安く電気を購入できるように各発電事業者から購入する電力量(発電機出力)を決定する。この結果は必ずしも発電事業者にとって支出(燃料コスト)の最小化とはならないため、発電事業者の利益最大化は考慮されないことになる。同時に、目的関数が電気事業者の支出最小化となるため、燃料消費量が増加して、環境への影響が大きくなる。

本発明の第一の目的は、電気事業者の利益を最大化(発電事業者への支出の最小化)する計画を電気事業者、発電事業者の利益基準として、発電事業者の燃料コストを最小化する計画、制御を実運用で実施することにより、増加した発電事業者の利益を発電事業者、電気事業者に分配することにより利益を基準利益以上に増加させる電力需給制御方法および装置を提供することにある。

本発明の第二の目的は、電気事業者の利益を最大化するのではなく、燃料消費量を最小化する計画、制御を実際に採用することにより、発電により生じる環境影響の抑制、例えばCO2、NOx等の排出量の削減や有限な資源を効率的に利用する電力需給制御方法および装置を提供することにある。

本発明の第三の目的は、実際の負荷配分に使用する燃料コストを通関統計の輸入品の数量および価格に基づいて計算した平均燃料単価を計算することにより、発電事業者が実際に購入した燃料の調達単価が平均燃料単価より高い場合には、相対的に燃料費が少なく見積もられて基本利益が多く見積もられ、利益が増加しているように見なされる。また、逆に発電事業者が購入した燃料の調達単価が平均燃料単価より安い場合には、発電コストそのものが低減できることになるので、燃料調達に伴うリスクを軽減する電力需給制御方法装置および装置を提供することにある。

【課題を解決するための手段】
上記目的を達成するために、本発明は電気事業者が発電事業者への支出を最小化する計画を基準計画とし、これに対して実際の運用では電気事業者が発電事業者の燃料コストを最小化する計画と制御をそれぞれ実計画と実制御とすることにより、電気事業者と発電事業者を1つの事業体としたときの実計画、実制御の利益は基準計画と同じかそれ以上となり、基準計画での各事業者の利益に対して増加した利益を追加して分配することにより、全事業者の利益を基準計画のときよりも同等あるいはそれ以上とすることができる。

また、採用する実際の計画、制御には燃料コストを目的関数として、最適化計画、制御とすることにより、燃料消費量を最小化できる。

更に、燃料コストの関数を現状で一般電気事業者が使用している実際の燃料コストではなく、各発電機の熱効率と平均燃料単価は個々の発電事業者が購入した燃料単価では無く平均単価(発電事業者、通関)との積を用いることにより、発電機の燃料購入単価が高い発電事業者は相対的に基本計画での利益が大きくなり、また燃料を安い単価で購入したときは燃料費そのものを安くできることにより利益減少リスクを抑制することができる。

以上の対策により、電気事業者および発電事業者にとって利益を増加させる電力需給制御方法および装置を提供することができる。

【発明の実施の形態】
以下、本発明によるを電力需給制御装置および方法の実施例について、図面を参照しながら詳細に説明する。

A.装置構成
(1)ハードウェア構成
本実施例の電力需給制御装置1は、図2に示すように、中央演算処理装置(CPU)21と、主記憶装置23と、入出力装置20と、外部記憶装置22とを備える。

入出力装置20は、入力装置6として、キーボードおよびマウスを備え、出力装置として、CRT(cathode ray tubu)を備える表示装置7を備える。なお、入出力装置20として、これらの代わりに、あるいは、これらと併用して、ポインティングディバイス,タッチセンサ等の入力手段や、液晶表示装置,プリンタ,スピーカ等の出力手段を備えてもよい。

外部記憶装置22としては、ハードディスク装置,フロッピィディスク装置,CD−ROM(compact disc−read only memory)装置,DAT(digital videotape)装置,RAM(randam access memory)装置,DVD(digital video disc)装置,不揮発性メモリ等を用いることができる。なお、本実施例では、外部記憶装置22として、データベース8などを保持するための大容量記憶装置と、処理プログラムなどを保持する記憶媒体と、該記憶媒体に保持された情報を読み取るための読取装置9とを用いるが、本発明はこれらには限られず、一つの外部記憶装置にデータベースと処理プログラムとが両方保持されているようにしてもよい。記憶媒体としては、フロッピィディスク,CD−ROM,磁気テープ,光ディスク,光磁気ディスク,DAT,RAM,DVD,不揮発性メモリ等を用いることができる。

(2)参加プレーヤの関係
図3に電力の流れと料金情報の流れを示す。プレーヤは電気事業者100、電気事業者と供給契約を結んでいる需要家2、発電事業者3、一般電気事業者4および一般電気事業者4が供給する需要家101からなる。一般電気事業者4は発電機群102、電力ネット103を所有している。今後、一般電気事業者が発電、送電、配電に経理分割または事業分割した場合はここでの一般電気事業者の役割を担うのは送電事業者に相当すると考える。電気事業者100は需要家2の電力消費量とバランスするように発電事業者3の発電量を制御する。

また、一般電気事業者4は電力系統全体の電力需要と発電量をバランスさせるように発電機群102を制御する。電気事業者100による需要と供給のアンバランス分は一般電気事業者4が供給または抑制することになる。需要家2への電力の供給では発電事業者3が電力ネット103の送電口に送られ、電力ネット103を通して託送されて、各需要家2の受電口に届くことになる。

需要家2の需要と発電事業者3の発電で電力が不足すると、一般電気事業者4の発電機群102が発電した電力が電力ネット103を経由して、需要家2に送られることになる。需要家2の需要と発電事業者3の発電で電力が過剰となると、一般電気事業者4の発電機群102の発電量を抑制することにより、この過剰分は一般電気事業者4の需要家101に電力ネット103を経由して送られることになる。

電気事業者100は電力消費量に応じて需要家から料金を徴収し、発電事業者3に発電量に応じて料金を支払う。また、電気事業者100と一般電気事業者4では電力の授受の量により料金の授受が行なわれる。

電気事業者100は翌日、週間、月間および年間の需要予想を一般電気事業者4に送り、一般電気事業者4からは需要家用電力計106で計測した需要家2の需要量、発電量計測器107で計測した発電事業者3の発電量、両者のアンバランスによる収支の情報を受け取る。但し、需要家用電力計106、発電量計測器107を電気事業者100が設置したときは、独自にデータを収集することになる。

電気事業者100は需要家2からイベント情報(就業時間の変更、老朽設備の廃棄、新規設備の導入、設備稼動状態の変更等を含む)の提供、需要家2が予想した需要予想を受け取り、電力消費に応じた料金情報を需要家2に送る。

(3)機能構成
図1に本発明の電力需給制御装置1の機能構成とその関連事業者の全体構成を示す。

電力需給制御装置1は、上述の入力装置6,表示装置7,データベース8、読取装置9およびデータ処理部5を備える。なお、本実施例では、データ処理部5は、あらかじめ外部記憶装置22の記憶媒体に保持され、読取装置9を介して主記憶装置23に読み込まれたプログラムを、CPU21が実行することにより実現されるが、本発明はこのようなプログラムされた汎用プロセッサによるものに限られるわけではない。例えば、本発明の各ステップを実行するハードワイヤードロジックを含む特定のハードウェア装置との組合せによって、データ処理部5を実現しても良い。

収支計算部16は使用した電力量に応じて、需要家2の料金を計算する。発電事業者3の燃料コストと利益分を計算する。更に、一般電気事業者4との発電量のアンバランス分を計算して、収支計算をする。燃料コスト関数補正部17は発電事業者が使用する燃料の熱量単価(円/cal)を設定し、発電機出力から計算した燃料消費量と計測した燃料消費量の誤差を最小とするように燃料消費効率関数、コスト関数を変更する。

B.処理の流れ
電気事業者100が使用するときとして、電力需給制御装置1の処理を図1を用いて説明する。ここでは、ユーザが電気事業者であるとする。電気事業者はスーパーユーザであり、全ての機能を使用できるものとする。

初期画面では、ユーザIDとパスワードを入力して、電気事業者であることを確認する。ユーザIDに対するパスワードが異なるときには図5に示す画面には進めないものとする。

図5は条件設定部11で入力する情報の画面を示したもので、表示装置7に表示された画面である。予想段階での処理を最初に説明する。ここで、入力装置6により計画日31を入力して、計画期間32を選択する。図5の例では計画期間は翌日が選択されていることを示している。よって、2001年3月1日の翌日計画を作成することになる。
