本発明は、電力供給側から複数の電力受給側へ電力需要に応じた電力料金で電力を供給するための電力需給システムに関するものである。

従来の電力需給システムでは、電力事業者(電力供給側)から供給される電力を利用する者(電力受給側)全体の消費電力の推移に応じて発電量が決定され、電力供給側から電力受給側に電力が供給されている。

【発明が解決しようとする課題】
全体の消費電力の推移は、時間帯、季節等に応じて変化することが過去の電力消費の実績や経験則等からわかっており、従来の電力需給システムでは、過去の電力消費の実績や経験則等に基づいて大まかに発電量が決定されており、消費電力の最大値と最小値の差が比較的大きくなる。従って、電力供給側の発電施設は、全体の消費電力が最大となる場合においても、電力の供給をストップすることがないように、最大の消費電力よりも大きな電力が供給可能な設備でなければならず、比較的過剰な発電施設となる傾向にあった。このため、電力受給側全体で消費される電力の推移が極力均一化され、電力供給側からの電力供給が極力均一化されることが望まれている。

図1に示すように、電力供給側PSでは、発電施設20が高圧な電気を発電し、各電力受給側PUに送電線30を介して送電する。送電線30に送電された高圧な電気は、変圧器32によって電力受給側PUで利用可能な低圧な電気に変換されて、外部引き込み線34を介して電力受給側PUの内部引き込み線54に供給される。外部引き込み線34と内部引き込み線54との間には電力計36が設けられており、各電力受給側PUで使用された電力量が計測される。内部引き込み線54には、電力受給側PUで利用される各種の電子機器60が接続されており、各電子機器60に電力が供給される。図の例では、エアーコンディショナー(エアコン)60Aおよび冷蔵庫60Bが示されている。また、内部引き込み線54には、後述する電力受給側制御装置50が接続されている。

電力供給側制御装置10は、パーソナルコンピュータやサーバ用コンピュータ等の種々の一般的なコンピュータによって構成されており、供給側電力管理部112と、総予定電力算定部114と、予定電力料金算定部116と、発電量決定部118と、を備えている。また、ハードディスク装置等の記憶装置(図示せず)内には、受給側電力情報102や、総予定電力情報104、予定電力料金情報106、発電量情報108などの情報を格納したデータベース110が構築されている。受給側電力情報102としては、各電力受給側PUで消費される予定電力の情報や実際の消費電力の情報が含まれており、後述するように各電力受給側PUの電力受給側制御装置50から通知される。総予定電力情報104としては、各電力受給側PUで消費される予定電力の総和(以下、「総予定電力」と呼ぶ)を示す情報が含まれている。予定電力料金情報106としては、後述するように総予定電力の情報に基づいて算定される予定の電力料金を示す情報が含まれている。発電量情報108としては、後述するように総予定電力の情報に基づいて決定される発電量を示す情報が含まれている。

図3は、電力需給システムにおける処理の一例を示すフローチャートである。図3の左側のフローは電力供給側制御装置10における処理を示し、右側のフローは電力受給側制御装置50における処理を示している。
