本発明は、複数の通信サービスシステムを有する通信ネットワークにて、前記各通信サービスシステムによって構成されるセルの何れか選択し、該選択されたセル内の移動局に対して移動通信サービスを提供する移動通信サービス提供方法に関する。

【従来の技術】
現在日本で商用サービスが提供されているセルラ方式の通信システムの代表的な例として、デジタル自動車電話方式(PDC:Personal Digital Cellular )の800MHz帯域システムと1.5GHz帯域システムとがある。

このPDCの運用形態としては、800MHz帯域システムと1.5GHz帯域システムとが独立に運用される形態が一般的であるが、通信チャネルの利用効率を向上させるために、800MHz帯域システム及び1.5GHz帯域システムは、自システムが提供する移動通信サービスを利用して待ち受け状態あるいは通信状態にある移動局に対して、別システムのセルを選択して通信チャネルを割り当てることも可能である。

このような移動通信方式を実現する通信ネットワークとして、1の移動通信サービスを提供するシステムAと、別の移動通信サービスを提供するシステムBとを有する通信ネットワークを想定し、移動局が利用する移動通信サービスの提供元のシステムが切り替わる場合におけるセルの選択手順を説明する。

例えば、移動局がシステムAによる移動通信サービスを利用している場合、当該移動局は、システムA内の基地局に対して通信開始要求信号を送信する。この通信開始要求信号には、移動局が予め測定していたシステムA内の基地局のセルの品質情報と、移動局が通信開始要求の送信に際して測定したシステムB内の基地局のセルの品質情報とが含まれる。

具体的には、セル品質情報は、移動局が利用している移動通信サービスの提供元である通信サービスシステム(ここではシステムAが該当する)によって構成されるセル毎に、当該セルの識別情報としてのセルコード(利用中セルコード)と、当該セルに送出されている信号である受信レベル測定用チャネルの移動局における受信レベル(利用中セル受信レベル)とが含まれるとともに、移動局が利用していない移動通信サービスの提供元である通信サービスシステム(ここではシステムBが該当する)によって構成されるセルについて、当該セルの識別情報としてのセルコード(非利用中セルコード)と、当該セルに送出されている受信レベル測定用チャネルの移動局における受信レベル(非利用中セル受信レベル)とにより構成される。

システムAの基地局は、移動局からの通信開始要求信号を受信すると、この通信開始要求信号を、システムA内に構成され、システムAと移動局との通信を制御する制御装置へ転送する。

図1は、制御装置に構成されるセル選択処理部の構成例を示す図である。セル品質情報入力インターフェース部101は、移動局から基地局を介して送信される通信開始要求信号に含まれるセル品質情報を入力し、セル選択部103に出力するとともに、当該セル品質情報に含まれるセルコードをセルコードバッファ部102に出力する。

【発明が解決しようとする課題】
しかしながら、上述したセルの選択手順では、システム内の制御装置は、自システム及び別システムを区別することなく、品質の高いセルから順に選択するため、比較的高い頻度で移動局が利用する移動通信サービスの提供元のシステムが切り替わる。このため、システムが切り替わる際の通信開始手順に伴い、移動局に負荷がかかってバッテリーの持続時間が短縮したり、システム間でやり取りされる信号数が増大してシステム容量の圧迫が生じやすくなるという問題があった。

本発明は、上記問題点を解決するものであり、その目的は、移動局及び通信ネットワークの負荷を軽減した移動通信サービス提供方法、通信ネットワーク及び通信制御装置を提供することにある。

【課題を解決するための手段】
上記の目的を達成するため、本発明は請求項1に記載されるように、複数の通信サービスシステムによって構成されるセルの何れかを選択し、該選択されたセル内の移動局に対して移動通信サービスを提供する移動通信サービス提供方法において、前記通信サービスシステムは、自システムと通信を開始しようとしている移動局から通知される通信開始要求に含まれる自システム及び別システムが構成するセルの品質情報を取得した際に、該自システムが構成するセルの選択を試み、前記自システムが構成するセルが選択不能な場合に、別システムによって構成されるセルの品質情報に基づいて、該別システムによって構成されるセルの選択を試みるようにした。

【発明の実施の形態】
以下、本発明の実施の形態を図面に基づいて説明する。図2は、本発明の実施の形態に係る移動通信システムの構成例を示す図である。同図に示す移動通信システム200は、移動局203と、該移動局203に対して複数の移動通信サービスを選択的に提供する通信ネットワーク220とにより構成される。

図3は、移動局203の構成例を示す図である。同図に示すように、移動局203は、システムAと通信を行うためのアンテナ301と、システムBと通信を行うためのアンテナ302と、システムAとの間で送受信される信号を変復調及び符復号するための無線機回路303と、システムBとの間で送受信される信号を変復調及び符復号するための無線機回路304と、通信相手をシステムA及びシステムBの何れかに切り替えるスイッチ305と、ダイヤル等の操作部(図示せず)に接続され、各種通信制御を行う制御回路306とを備える。
