所定の火災監視領域に配置され、火災を検知して連動元を示す火災警報を出力すると共に火災連動信号を送信し、他の火災警報手段から火災連動信号を受信した場合に連動先を示す火災警報を出力する火災警報手段と、
前記火災警報手段に設けられ、前記火災監視領域における居住者の生活行動を検知した場合に見守り検知信号を、前記火災警報手段を経由して送信する見守り検知手段と、
前記防犯検知手段から侵入検知信号を受信した場合に、所定の時間後に防犯警報を出力すると共に外部ネットワークを経由して前記居住者の保有する第1携帯端末へ防犯報知信号を送信して報知させ、前記火災警報手段から火災検知信号を受信した場合に外部ネットワークを経由して前記第1携帯端末に火災報知信号を送信して報知させ、更に前記見守り検知手段から受信した見守り検知信号に基づいて生成した見守り報知信号を、前記外部ネットワークを経由しての見守り元の利用者の保有する第2携帯端末へ送信して報知させる防犯警報手段と、
