現在、カーナビゲーションシステムのように自動車の位置を表示したり、目的地までの推奨ルートを表示するものが普及しているが、IT化の流れの中で自動車業界等においても次世代に向けた更なるIT技術の導入が提案され始めている。
例えば、特開平11−110687号公報において、公道での法定速度を違反した車両を取り締まる車両速度監視システムが提案されている。詳しくは、図4に示すように、沿道に設置された車両速度監視装置1より車両に搭載された車載用速度違反申告装置2が制限速度情報を受信し、車両装置制御部4で制限速度情報の示す制限速度と走行速度計測部5が計測した走行速度とを比較し、制限速度を超えた速度違反である場合に、車両固有情報記録部7のナンバープレートの番号などの車両固有のデータを含んだ速度違反情報を生成し、無線送受信部6を介して車両速度監視装置1へ送出している。速度違反車両情報生成部3は、速度違反情報に基づいて違反車両を特定し、所定の通報先へ通報するための速度違反車両情報を生成している。

また、車両の存在する位置での制限速度と車両の実際の走行速度とを比較判断する手段は車両側に搭載される車載用速度違反申告装置2に設けているので、車載用速度違反申告装置2での処理負担が大きくなると共に車載用速度違反申告装置2の装置コストが増大する問題がある。車載用速度違反申告装置2は、搭載される車両の数に応じた数だけ多数用意されなければならないので、車両側の装置のコストアップはシステムの導入コストに多大な影響を及ぼしてしまう。

上記課題を解決するため、本発明は、車両の存在位置を認識する車両位置認識手段と通信ネットワークを介して接続されるサーバを備え、

上記構成とすると、上記サーバにおいて、GPS(全地球測位システム)等を用いた車両位置認識手段から受信した車両の存在位置をデータベースに保存された交通規制情報と対比することで、例えば、車両が一方通行の道路を逆走していることや、駐車禁止区域に一定時間を超えて駐車していること等の交通違反をサーバ側で自動認識することが可能となる。よって、警官による取締りに関わらず、運転者に交通法規を遵守する意識を芽生えさせることができる。
しかも、交通規制情報をサーバ側に備えると共に、交通違反か否かの判断もサーバ側で行っているので、多数となる車両側に搭載する装置が簡素化されて導入コストを大幅に低減することができる。さらに、交通規制情報が新たに更新された場合には、サーバ側で一元管理されたデータベースの更新作業をするだけで足り、多数となる車両側に搭載される装置に関しては変更作業が不要となるので、管理負担も大幅に軽減することができる。
なお、車両位置認識手段は、GPSの他にも、公道に設置された装置から通過車両を認識することで行っても構わない。

【発明の実施の形態】
本発明の実施形態を図面を参照して説明する。
図1に示すように、交通違反取締りシステム10は、車両側に搭載される車載ユニット11と警察等の第三者機関に配置されるサーバ20とを通信ネットワークNを介して接続している。
車載ユニット11は、制御部12と、車両走行速度を検出する車速検出手段である車速センサ13と、通信ネットワークNへのインターフェースとなる無線通信手段14と、表示手段となるモニタ15と、音声出力手段となるスピーカ16と、GPS衛星19と通信するGPS通信手段17とを設けている。

サーバ20は、通信ネットワークNへのインターフェースとなる通信手段21と、判断制御手段22と、地図上の夫々の公道での法定速度情報を保存していると共に一方通行情報や駐車禁止情報等の交通規制情報を保存した第1データベース23と、道路工事情報や渋滞情報等を保存した第2データベース24とを備え、銀行25やカード会社(図示せず)等と接続されている。
なお、サーバ20の設置場所としては、警察等の交通規制管理機関や民間会社などに設置されるとよい。

次に、法定速度違反の取締りに関する処理手順を図2を用いて説明する。
先ず、車両に搭載された車載ユニット11の車速センサ13で検出された車両の走行速度を制御部12で車両IDを付与した車速情報として無線通信手段14を通じて通信ネットワークNへ送信し、該車速情報をサーバ20の通信手段21で受信する(S1)。また、サーバ20はGPS衛星19から車両位置情報を取得する(S2)。
そして、サーバ20の判断制御手段22にて、車両位置情報および車速情報より、車両存在位置における車速と第1データベース23に保存された法定速度情報とを比較判断して(S3)、車両の実際の走行速度が法定速度を超えているか否かを判別する(S4)。

上記判断結果として法定速度違反を検出した場合には、通信ネットワークNを介して車載ユニット11に送信してモニタ15に警告を発し、一定時間(1分くらい)以上にわたって速度超過を継続した場合に、サーバ20側で車両IDに対応する車両管理者の法定速度違反であると決定して記録すると共に、この交通違反情報を通信ネットワークNを介して車載ユニット11に送信する(S5)。それを受信した車載ユニット11側ではモニタ15に速度違反である旨の警告表示すると共に、スピーカ16で警告音声を発生させて、運転者に法定速度遵守を促すこととしている。
一方、サーバ20側では、該当する速度違反に応じた罰金を車両管理者が特定する銀行25の口座より自動引き落としすることとしている(S6)。なお、罰金の徴収は、クレジットカード会社等から行ってもよいし、振込用紙を車両管理者の住所に郵送することで行ってもよいことは言うまでもない。

次に、法定速度違反以外の交通違反の取締りに関する処理手順を図3を用いて説明する。
先ず、サーバ20はGPS衛星19から車両位置情報を車両IDと共に受信し(S11)、サーバ20の判断制御手段22にて、車両位置情報と第1データベース23に保存された交通規制情報とを比較判断して(S12)、車両が駐車禁止区域に一定時間以上にわたって停車しているか、一方通行道路を逆走していないか等の交通違反の有無を判別する(S13)。

一方、サーバ20側では、該当する交通違反に応じた罰金を車両管理者が特定する銀行25の口座より自動引き落としすることとしている(S15)。なお、一回目の交通違反に関しては警告のみとして、罰金は2回目以降から課すようにしてもよい。
