従来の車両の保険業界では、被保険者が車両の運転を行うことはリスク・テイキングであるという考え方により走行距離の短い運転者が優遇されている。また、公安委員会は運転を行う頻度に関わらず、車両事故や交通違反のない運転者は優良運転者であると考えている。そして、このような優良運転者に対しては、次回までの免許更新の期間が長くなったり、車両の保険料が安くなるなどの措置が公安委員会や保険会社により取られ、運転経験や運転技能については考慮されていない。

また、ペーパードライバと日常的に運転するドライバが同じ無事故、無違反という結果を出したとしても、そこに至るまでのプロセスは全く異なるものであり、日常的に運転するドライバの方が事故に遭遇する危険や違反を犯してしまう可能性が高いが、従来の考え方ではペーパードライバと日常的に運転するが同じ無事故、無違反のドライバとを適確に区別せず、無事故や無違反のない運転者を優良運転者と考えて、このような優良運転者に対して免許更新の期間を長くしたり、車両の保険料を安くなるなどしているも、運転経験や運転技能についてはほとんど考慮されていない。

上述したように、従来は、例えばペーパードライバと日常的に運転するが同じ無事故、無違反のドライバとを適確に区別せず、ほとんど運転をしないペーパードライバでも無事故や無違反であれば優良運転者と考えて、このような優良運転者に対して免許更新の期間を長くしたり、車両の保険料を安くなるなどするも、運転経験や運転技能については考慮されていないという問題がある。

また、運転者の走行距離、運転頻度等の運転履歴に応じて例えばレンタカー会社などによるサービス内容を提供する上述した従来のシステムでは、単に走行距離や運転頻度などの運転履歴についてのみ考慮しているものであって、例えば車両の内容、走行状態、または運転技能や運転経験などを推定することが可能な各種情報についての考慮がなされてなく、不十分であるとともに、更にレンタカー会社などによるサービス内容についての記載がほとんどであって、車両の保険料についての記載、特に所定の1人の運転者個人に対して任意の複数台の車両の運転を可能とすべく当該運転者個人に対して設定される保険の保険料や複数の運転者に対して所定の1台の車両の運転を可能とすべく当該車両に対して設定される保険の保険料の算出処理などについての記載は全くなく、このような車両の保険料を運転者の運転技能や運転経験なども含んで適確に算出する方法が要望されている。
