<P>PROBLEM TO BE SOLVED: To retain high stability by improving followability of a wind mill to a change in a wind direction and restoring a foundation by itself when inclined, and to reduce the weight and cost of a whole system. <P>SOLUTION: The foundation 2 is composed of an annular floating body 4, a nacelle 6 of the wind mill 1 is fixed above the floating body 4, a direction regulating aerofoil 7 rotating the foundation 2 on its own axis on the water together with the wind mill 1 when receiving wind on the water and making the rotary shaft of the wind mill 1 to follow after the wind direction is arranged on the foundation 2, and the floating body 4 is moored with rotated on its own axis by a mooring mechanism 3. 【発明の属する技術分野】
本発明は、浮揚式水上風力発電システムに関する。さらに詳述すると、本発明は風車、この風車を支持する浮揚式の基礎、この基礎を係留する係留機構を備えた浮揚式水上風力発電システムにおける風車の方位調整機能の改良に関する。

【従来の技術】
海や湖沼などの水上、中でも海上は風力エネルギー賦存量が大きく風力発電に適することから、海上風力発電装置の建設および運転が欧州を中心に進められている。ただし、欧州における海上風力発電装置は水深が比較的浅い海底を基盤として基礎を施工する着底式であることから、海底勾配が急峻なわが国ではこの欧州方式を汎用的に適用することはできない。そこで、わが国においては水深が比較的深い沿岸にも設置可能な浮揚式風力発電装置が必要となっている(例えば、特許文献1と非特許文献1参照)。

しかし、浮揚式の風力発電装置としてこれまでに実証され又は実用化されているものはなくアイデアが提案されているに留まっている。提案されている浮揚式風力発電装置の一例には、陸上の商用発電装置として用いられている3枚羽根の水平軸型風車を浮体に載せるものがある。この場合の水平軸型風車は機械的かつ能動的にヨー制御される必要がある。

この提案されたアイデアのように海上風力発電装置を浮揚式とする場合、浮揚させるための方式は風車の基礎となる浮体構造やその係留方式により主に以下のタイプに分類することができる(非特許文献2参照)。

(1) 半水没型(セミサブ型)
ロワーハルと呼ばれる浮体101の上にコラム(柱体浮体)102を立て、その上に甲板103を設けてこれらを構造上必要な数のブレース104で立体的に結合する方式である(図4参照)。この場合、コラム204と浮体201で生じる浮力と全自重のバランスで決まる位置まで全体の一部が水没するため、水面近傍で最大となる波力の作用を低減させることができる。海流や潮流による漂流を防止するため浮体201を係留索202で係留し、この浮体201を浮遊させて風車203の基礎としている(図5参照)。風車203は、コラム204に設けられたポール205によって支持されている。風車203の自重を受ける直下のコラム204は、その一部、場合によってはその大部分が海中に水没している。また、複数のコラム204をトラス206で連結させることによって安定性を確保して転倒しないようにしている。

(2) 垂直緊張係留型(TLP:tension leg platform型)
半水没型(セミサブ型)の一種であるが、浮体301の浮力が全自重の重力より過剰であるため、水中の浮体301を緊張状態の係留索302で比較的緩みの少ない状態で拘束することが可能である(図6参照)。浮体301の浮力が全自重と釣り合う場合に比べると安定性が増すので、単一の風車303とする提案がなされている。

(3) スパー(Spar)型
下部にバラスト(錘)402,502を付けた柱状の浮体(スパー)401,501にプロペラ404や多段式ジャイロミル504を載せた構造であり、浮体401,501を係留索403,503で拘束する(図7、図8参照)。構造が単純であることが特徴である。

【発明が解決しようとする課題】
しかしながら、浮揚式風力発電装置は比較的新しい構想であるためこれを具現化する確固たる実証済みの技術はなく、現段階で、海上石油掘削用浮体等の方式を応用した構造案が提案されているに過ぎない。

更に、従来案の課題として、高重心となる風車を安定かつ簡易でしかも安価な構造で支持する技術が提案されていないことが挙げられる。特に、機械的かつ能動的にヨー制御を行う通常の風車を用いる場合、プロペラと支持部材との干渉をも考慮し、プロペラとナセルの重量および風に対する抗力を1本のポールのみで支える必要があり(例えば図5のポール205を参照)、このポールを極めて剛にする必要がある。こうした場合、状況によってはポールの自重がプロペラとナセルの重量と同程度にまで達し、浮揚式にするために巨大な浮力とこれらの力に耐えうる剛な構造、および傾斜や転倒(転覆)を抑制しあるいは防止するための安定性が必要となる。これにより、発電装置が必然的に大型化しコストも高いものとなる。

加えて、従来の方式では、海上の風向が変化した場合にプロペラを風上側へ向けるためにヨー制御を行い、プロペラ面の基礎に対する相対位置(つまりプロペラ軸・ナセルの相対位置)を調整しなければならない。この場合、調整が不十分だとプロペラを効率的に回転させることが困難になるため追従性よく調整しなければならない。また、別個に設ける必要のあるヨー制御装置が発電装置の重量増とコスト増を招いてしまう。

また、上述した(1)〜(3)の各方式にはそれぞれ個別的に以下のような課題がある。

(1) 半水没型
風車203の自重を直下のコラム204で受ける構造の場合、傾斜や転倒に対する復元力がないので複数のコラム204を連結させて安定性を図っているが、風車203に対する後流の影響が十分小さくなるように風車203間の距離を風車ローター径の10倍程度に保つ必要があり、コラム204を結合する構造物に波力・風力による大きな荷重・曲げモーメントが発生する(図5参照)。このため、経済性の観点から現実的な設計および製作が困難である。また、単一風車での建設が原理的に不可能という問題もある。

(2) 垂直緊張係留型(TLP:tension leg platform型)
水中にある浮体301は風車303のプロペラや基礎を押し上げようとする浮力しか作用させることができず、風車303や基礎が傾斜した場合にこれらを元の傾きに戻そうとする復元力を作用させることが構造上できない(図6参照)。したがって、波や風による外力変動に対する安定性を得るには大きな過剰浮力とその支持が必要となる。また、係留索302には常に引張り力が作用しているため、亀裂等が発生した場合に急激に大破するおそれがある。さらに、過剰浮力の浮体301を水中に設置する工事や風車の設置工事が困難な場合があるという問題もある。

(3) スパー(Spar)型
上方から見下ろした場合に明らかなように、風車404の重心と浮体401とが鉛直線上に重なり、しかも浮体401が水中にあるため、風車404や浮体401が傾斜した場合に作用する復元力が小さい。従って、波や風による外力変動に対する安定性を得るには浮体401のコラムの長尺化が必要であるが、こうした場合には設置可能領域が深海域に限られてしまうことになる。また、風車404の設置工事が困難な場合があるという問題もある。

そこで、本発明は、風向の変化に対する追従性に優れた風車の方位調整機能を備えるとともに、基礎が傾斜した場合に自己復元することによって高い安定性を維持することができ、尚かつシステム全体の軽量化と低コスト化を達成することのできる浮揚式水上風力発電システムを提供することを目的とする。

【課題を解決するための手段】
かかる目的を達成するため本発明者は種々検討した。上述したように着底式が不向きあるいは不可能なわが国の地理上の特色からすれば浮揚式の水上風力発電装置を採用せざるを得ないが、このような浮揚式の基礎を水上で固定することは困難である。発明者はこの点に着目し検討を重ねた結果、このような点を逆に利用することによって浮揚式として好適な構造を形成しうるという着想を得るに至った。

本願にかかる発明はこのような着想に基づくものであり、請求項1記載の発明は、風車と、この風車を支持する基礎と、この基礎を係留する係留機構とを備えた浮揚式水上風力発電システムにおいて、基礎を環状の浮体で構成し、この浮体上に風車のナセルを固定し、水上の風を受けた場合に基礎を風車ごと水上で自転させこの風車の回転軸を風向に追従させる方位調整翼を基礎上に設け、かつ係留機構によって浮体を自転可能な状態で係留することにより、水上の風向が変化した場合に風車の方位調整を基礎ごと自律的に行うことを特徴とするものである。

本発明にかかる浮揚式水上風力発電システムの場合、通常の水平軸式の風車とは異なり、風車(プロペラおよびナセル)がこれらを支持する浮揚式の基礎に一体化され、風車支持用の構造物の鉛直軸周りを旋回しないように固定された状態となっていることから、プロペラおよびナセルとこれらの支持構造を含む浮揚式基礎構造との相対的位置関係が風向によらず一定となっている。そして、風力を受けて風向との平行を保とうとする方位調整翼が、浮揚する基礎ごと水上を回転(自転)させることによって基礎上の風車の回転軸を時々刻々変化する風向に追従させる。つまり本発明では、特にわが国における沿岸などの水上では基礎を固定し難いことを逆に利用してこの基礎ごと最適な角度となるよう回転(自転)させるようにしている。このため、このシステムによれば風力発電装置自体が風の力を利用して自律的に回転することによって常に効率よく風車を回転させうる状態を保つことができる。

しかも、本発明における基礎は環状の浮体によって構成されていることから自転時に水から受ける抵抗が少ない。このため基礎は風向が変化した場合に風力によって自律的に自転しやすくなっている。また、浮体が環状であるため、基礎が傾斜した場合には、浮いた側の浮体の重量および沈んだ側の浮体に作用する浮力により元の状態に戻そうとする復元力を作用させることができる。

加えて、風車は基礎上に固定されておりこの基礎に対し相対回転させる必要がないことから、あらゆる方位に均等な風車支持構造を考慮する必要がないし、風車を旋回させた場合におけるプロペラと支持構造との干渉を考慮する必要もない。したがって、風下側を強固にした固定的かつ不均等な構造物、例えば請求項2記載のように骨組構造物(例えばトラス)によって風車を支持することが可能となり、基礎上部の積載重量の軽量化を図ることができる。これにより、風を受けた場合の基礎の追従性を相乗的に向上させることができる。

このような浮揚式水上風力発電システムにおける浮体は、請求項3記載の発明のように円環状であることが好ましい。こうした場合、浮体が回転時に水から受ける抵抗が小さくなることから風向の変化に対する浮体および風車の追従性が向上する。また、海流や潮流がある場合に、それらの方向に依存した向きに自転することを防止できる。

さらに、この場合における浮体は請求項4記載の発明のようにその断面が円形であることが更に好ましい。この場合、比較的軽量としつつ高い強度を得やすい。

また、浮揚式水上風力発電システムは、請求項5記載の発明のように、浮体の中央下部の水中に基礎を安定化させるバラストを備えていることが好ましい。この場合、基礎およびこの基礎に取り付けられている風車が水上で過度に傾斜したり転倒したりしないよう低重心化して一層の安定化を図ることができる。

さらに、浮揚式水上風力発電システムは、請求項6記載の発明のように、少なくとも一部が水中に没する鍔状の構造物によって形成され、水の抵抗および質量により基礎を制振して過度に傾斜するのを抑制する傾斜防止機構を備えていることが好ましい。この傾斜防止機構が水中にある場合は、水の流動抵抗力(水の相対速度のべき乗に比例する抵抗力)と付加質量効果(水の相対加速度に比例する抵抗力、つまり、水中では見かけの質量が増加し物体が動きにくい効果)を利用し、基礎を制振するものであり、基礎がさらに傾斜しこの傾斜防止機構が水面上にある場合は、一緒に汲み上げた水をバラストとして利用し、復元力を作用させることによってこの基礎と風車とが異常に傾斜するのを防止する。

【発明の実施の形態】
以下、本発明の構成を図面に示す実施の形態の一例に基づいて詳細に説明する。

図1〜図3に本発明の一実施形態を示す。本発明にかかる浮揚式水上風力発電システムは、風車1とこれを支持する基礎2ならびに基礎2を海流や潮流によって移動しないように係留するための係留機構3とから構成されている。本実施形態では、基礎2を環状の浮体4で構成し、この浮体4上に風車1のナセル6を固定し、水上の風を受けた場合に基礎2を風車1ごと水上で自転させこの風車1の回転軸を風向に追従させる方位調整翼7を基礎2上に設け、かつ係留機構3によって浮体4を自転可能な状態で係留することにより、水上の風向が変化した場合に風車1の方位調整を基礎2ごと自律的に行うようにしている。

浮体4は基礎2を構成する主要構造物であり、一部が水没し残りの一部が水上に飛び出た状態で基礎2の浮力を発生している。この浮体4は、水上における過酷条件下で風車1が異常傾斜(本明細書では、台風・時化など水上における過酷条件下、通常気象時の傾斜幅を超えて大きく傾斜することを意味する)したり転倒したりしないように、また通常運転時に過大な傾斜が発生しないように、浮遊体が周囲に集中的に配置された構造とされている。これにより、浮体4は、傾斜に対抗する浮力と重力を発生し、傾斜した基礎2を水平に復元させる自己復元機能を発揮することが可能となっている。この場合、浮体4は、風を受けた基礎2が海流や潮流の方向の影響をあまり受けずに水上で風向のみに追従して自転しやすいように環状の構造とされている(本明細書でいう「自転」とは、風を受けた場合に風車1および基礎2が鉛直軸を中心として水上で回転することを意味している)。このように環状とされた場合、自転時に水から受ける抵抗が小さいだけでなく、基礎2が傾斜した場合に浮遊体による浮力および重力のバランスにより復元し安定化させようとする作用が大きい。この場合における環状は、例えば正20角形のような多角形により構成されている場合を含むが、円環状あるいはこれに近似できる形状とすれば海流や潮流の方向の影響と水から受ける抵抗がより少なくて済むため好ましい(図3参照)。また、円環状であって断面形状(つまり切り口の形状)が円形または円筒形とした形状、すなわち円環面(あるいはトーラス面と呼ばれる曲面)で形成されるドーナツ状の3次元形状とすれば浮体4の強度の点でより好ましい(図2、図3参照)。本実施形態では、風車1、ナセル6さらにはこれらを支持する骨組構造等の重量を基礎2の外周部のドーナツ状の半水没・半水上の浮体4で支持するようにし、自己復元力を作用させているため、転倒・傾斜に対する安定性が高い。

なお、上述のように本実施形態では浮体4の断面形状を円形(または円筒形)としているが、このような浮体4の形状は一例に過ぎず、海流や潮流から受ける抵抗力が小さいものであれば他の形状としてもよい。例えば、特に図示していないが、海上の波力の影響が大きい場合には浮体4の断面形状をL字形や凸形などとして潜水部をできるだけ海面から離し、より変動の少ない海中に位置させることによって波力変動の影響を小さくすることが可能となる。

また、円環状とされた浮体4の中空部には円形の甲板(デッキ)10が設けられている(図3参照)。この甲板10は、浮体4に大きな外力が加わった場合にこの浮体4の形状を維持するとともに破損するのを防止する。このような甲板10の破損防止機能を向上させるには、フレーム・板・格子などの構造物を必要に応じてこの浮体4とともに又はこの浮体4と一体的に設置すればよい。本実施形態の甲板10は、浮体4の内側の甲板面を水が通過できるように十分な隙間を有する格子状のフレームで構築されている。

風車1を支持するための構造物11は、プロペラ5とナセル6の重量およびこれらに作用する風力による荷重を剛に支持する骨組構造の構造体によって形成されている。ここで、本実施形態の浮揚式水上風力発電システムではこの支持構造物11上にナセル6およびプロペラ5を固定して基礎2に対する風車1の相対的な向きを一定としているので、風車1が旋回可能な場合におけるプロペラ5と構造物11との干渉を考慮する必要がない。したがって、従来の非常に剛な単一ポールと異なる合理的な構造で風車1を支持することができる。このため、例えば本実施形態における長短5本の棒状部材11a〜11eによって構成されるトラス構造のように、軽量な骨組構造とすることが可能である。具体的には、本実施形態では左右に配置される2本の棒状部材11a,11bのそれぞれの端部を浮体4の両側に結合するとともに、もう一方の端部を、浮体4の鉛直中心軸の延長線上に配置されたナセル6の筐体に結合している(図1、図3参照)。さらにこの筐体には、これら左右の棒状部材と同等の長さの他の棒状部材11cの一端を結合している。他の棒状部材11cの他端は浮体4の後部に結合されている。さらに、他の棒状部材11cのほぼ中心位置には、この支持用トラス11の強度を向上させる2本の別の棒状部材11d,11eの端部を結合している。これら2本の棒状部材11d,11eの他端側は浮体4の上部に結合されている。例えば以上のような構成により構造物11を骨組構造とした場合には、軽量化を実現しやすいことに加え、構造物11が風車の下流側に位置するために風の流れを妨げたりする等の影響を小さくすることができる。

風車1は、構造物11によって支持されるナセル6とこのナセル6の前方側に取り付けられたプロペラ5とで構成されている。プロペラ5は、水上を吹く風を受けて回転軸(例えば水平軸)を中心に回転し、その回転エネルギーをナセル6へ伝達する。発電機等を内蔵しているナセル6は、プロペラ5を保持するとともにこのプロペラ5の回転を利用して発電する。本実施形態のナセル6は上述したように構造物11に剛に固定されており、通常のナセルと異なりナセル自体によってはヨー制御を行わない。したがって本実施形態のナセル6およびプロペラ5の基礎2に対する相対的な向きは一定である。なお、本実施形態ではナセル6はプロペラ5の直後に設置されているが、重心を下げるためにナセル6を浮体4と同等の高さなどに設置し、プロペラ5の回転エネルギーを歯車と長尺のシャフトなどでプロペラ5からナセル6に伝達する形態も考えられる。

方位調整翼7は、浮揚式水上風力発電システムが横風を受けた場合に翼に発生する抗力によりシステムの重心の周りに回転モーメントを発生させ、プロペラ5の水平軸が風向とほぼ一致するように基礎2を自転させる翼である。これによりこの浮揚式水上風力発電システムは水上の風向が変わった場合にも自律的にプロペラ5の水平軸の向きを調整する自己風向調整機能を発揮する。例えば本実施形態では、プロペラ5よりも下流側に位置するように棒状部材11c上の最も浮体2寄りに設けられた垂直翼がこの方位調整翼7として機能している。

バラスト8は、風や波を受けた風車1および基礎2が簡単に傾かないように安定化させるために設けられる重量物である。本実施形態では、基礎2の下方であってこの基礎2の中心を通る鉛直軸上に鉛直な水中支柱12を取り付け、この水中支柱12の下部にバラスト8を取り付けている(図1、図2参照)。これにより、浮揚式水上風力発電システムはより低重心化して安定感を増している。なお、本実施形態では基礎2上の積載重量が軽量化されており、尚かつドーナツ状の浮体4で高い安定性が得られているため、バラスト8の海面からの距離は比較的小さくてもよい。

また、このバラスト8と基礎2との間には、バラスト8に対して基礎2が自由に回転できるようにするための自由回転機構13が設けられている。これにより、基礎2から上の部分は係留機構3の動きとは無関係に自由に自転することができる。また、基礎2から上の部分がバラスト8の回転を伴わずに自転することができる場合には慣性モーメントが小さくなる分だけ基礎2の風向に対する追従性が向上する。

係留機構3は、係留索14とアンカー15とで構成され、風車1および基礎2を海流や潮流によって移動しないように係留している。係留索14と基礎2とは上述した自由回転機構13を介して接続されている。したがってこの係留索14は風車1ごと基礎2の全体が水上で自転する際の妨げとならない。また、この係留索14の他端はアンカー15によって海底に固定されている。

さらに、本実施形態では浮体4の上部に梁構造体16を設けている。この梁構造体16は、バラスト8による復元力を水中支柱12を介して浮体4に伝達するため、水中支柱12を浮体4に剛に固定する状態で設置されている構造物である。例えば本実施形態の梁構造体16は、浮体4の中心で十字状に直交するように配置された2本の梁と、この直交中心からプロペラ5の軸方向前方へと延びるように配置された1本の梁とで構成されている(図3参照)。
