平成14年に改訂された道路橋示方書・同解説 V耐震設計編(社団法人 日本道路協会刊)では、地震動を発生する確率の高いレベルIと発生する確率は低いが大きな強度を持つレベルIIに分け、耐震性能の照査に反映させ、レベルIに対応する耐震性能1とレベルIIに対応する耐震性能2〜3を設定している。
耐震性能2では、
「塑性化を考慮した部材のみに塑性変形を生じ、その塑性変形が当該部材の修復が容易に行いうる範囲内で適切に定め、塑性化を考慮する部材としては、確実にエネルギー吸収を図ることができ、かつ速やかに修復を行うことが可能な部材を選定する」とし、

発明者は、上記の事情に鑑み、アンカーボルトの設計においては、レベルIの地震動に対応できるよう使用材質や断面サイズなどを常時における十分な安全率を見込んで決定するのは当然であるが、レベルIIの地震動である大地震などの予期せぬ大荷重に対して、ある程度の損傷を許容しつつ損傷を制御する部材を組み込むのが合理的であるとの着想を得て、本発明をなした。

本発明の主要部に係るアンカーボルト装置31について説明する。
図1に示すように、アンカーボルト装置31は、長尺のフーチング側ボルト32(基礎構造体側の分割ボルト)と、カプラー33と、短尺の橋脚側ボルト34(被定着構造体側の分割ボルト)とを一直線に連ねることによって構成されている。すなわち、アンカーボルトが、橋脚10の側において2つに分割され、そこに介在させたカプラー33によって分割ボルト32,34どうしを連結することによって構成されている。

なお、橋脚10のベースフランジ14とベースプレート13との間のボルト34,32およびカプラー33は、2枚の縦リブ15によって両側から挟まれている。

図4に示すように、アンカーフレーム30のフーチング側ボルト32と、アンカービーム38U,38Lと、ブレース39とを組み立てておく。フーチング側ボルト32の上端部には、鉛直度調節ナット36を螺合しておく。カプラー33と橋脚側ボルト34は、未だ取り付けないでおく。このカプラー33とボルト34が付いていない状態のアンカーフレーム30を現場の地中に据え付け、フーチング20用の型枠や鉄筋を設置したうえで、コンクリートを打設してフーチング20を構築する。これによって、アンカーフレーム30がフーチング20に埋め込まれる。この時、アンカーフレーム30周辺のフーチング20上面には、浅い凹部20aを形成し、ナット36を含むボルト32の上端部が露出するようにしておく。
