【発明の属する技術分野】本発明は、携帯端末(携帯電
話、PHS等)に関し、特に緊急事態が発生した場合の
緊急連絡先、例えば警察署/消防署/病院/その他特定
者への通報システムに関する。

【従来の技術】従来のこの種の携帯端末を利用した緊急
通報システムは、一般的に公衆電話等により警察署/消
防署/病院等の公的な救命救急機関に通報される場合が
多かったが、近年の携帯端末(携帯電話/PHS等)の
普及によりこれら携帯端末から警察署/消防署/病院等
の公的な救命・救急機関への緊急通報が増大してきてい
る。この場合、専用のワンタッチキ−を押下する事で事
前に登録されていた警察署/消防署/病院等の公的な救
命・救急機関に自動的に発呼され、送信者は回線が接続
された事を確認した後に、自らの音声を発声して、状況
を相手話者に伝達しなければならない。このため、送信
者が音声を発声する事が出来ない何らかの事情がある場
合、相手話者に状況を説明することが困難となる。
【0003】従来よりこのような点に関して考慮する事
が要求されている。この要請に応えるために、例えば、
特開平10−145522に開示されているように、送
話者が音声を発する事無く相手話者に緊急連絡を行う方
法が提案されている。この先行技術文献に開示された手
法は、緊急通話用のキ−スイッチを押下する事により、
自動的に予め登録されている警察署/消防署/病院等の
公的な救命・救急機関への緊急連絡先へダイヤル発信
し、緊急用の信号及び自己の電話番号をモ−ルス信号又
は音声信号で自動的に相手話者に伝送するものである

【発明が解決しようとする課題】上述した従来の緊急通
報システムでは、緊急時にキ−スイッチを押下すること
により、予め格納されている緊急連絡先、例えば警察署
や消防署のダイヤル番号を発信すると共に、緊急用の信
号及び自己の電話番号をモ−ルス信号又は音声信号で相
手話者に伝送するという動作となるため、ある特定個人
に緊急事態が発生した事は情報として伝達可能であるが
携帯端末が故にその所在については情報として伝達出来
ず、緊急連絡先例えば警察署や消防署では、その情報だ
けでは救命または救急活動に移行することが困難である
という問題がある。
【0005】さらには、携帯端末を用いた移動系システ
ムでは、遠隔の無線基地局で収容した通話信号を交換機
を備える中心局に一旦集約して交換する場合が一般的で
あるため、警察署/消防署等の救命・救急機関への回線
接続がこの様な交換機を備える中心局から行われる場合
がある。このため、警察署/消防署等の救命・救急機関
では逆探知機能等を駆使した初動捜査等が行えない。ま
たは、交換機を備える中心局の所在地からの緊急連絡と
誤認識し救命・救急活動の混乱を招く可能性が考えられ
る。
【0006】本発明は上記問題に鑑みてなされたもので
あって、本発明は、携帯端末(携帯電話/PHS等)か
らの緊急通報時にその緊急通報が発呼されている場所情
報を、相手話者、例えば警察署/消防署等の救命・救急
機関に通知することが可能な緊急通報システムを提供す
ることを目的とする。

【課題を解決するための手段】請求項1記載の発明は、
緊急通報を発呼する移動体通信手段と、前記移動体通信
手段からの緊急通報を通話交換する通話交換手段と、前
記緊急通報発呼手段より発呼された通信先が救命救急機
関か否かを監視する通信先監視手段と、前記通信先監視
手段により救命・救急機関への通話であることが確認さ
れた場合、前記移動体通信手段の位置情報を前記通話交
換手段より取得して一般的な位置情報に変換する位置情
報変換手段と、他の通話交換システムとのインタフェ−
スを行い、さらに前記位置情報変換手段によって変換さ
れた位置情報を緊急通報先へ通知する位置情報通知手段
とを備えることを特徴とする。

【発明の実施の形態】次に本発明の実施形態について図
面を参照して詳細に説明する。図1は本発明の緊急通報
システムの一実施形態の構成を示すブロック図である。

動体通信機器である。
【0010】通話交換部12は、携帯端末11からの発
呼の交換を行う。また通話交換部12は、携帯端末11
の待ち受け状態時に定期的に位置登録を行う位置登録制
御部121と、通話中の携帯端末11が移動しても通話
が途切れないように携帯端末11からの電波を監視し続
け、携帯端末11の移動に合わせて無線局の切替制御を
行う通信チャネル切替部122を有する。

発呼の通信先が救命救急機関か否かを監視する手段で、
移動体通信事業者が事前に救命・救急機関(例えば、警
察署〔110番〕、消防署〔119番〕など)を登録し
ておき、該当の呼の受信を検知すると、その情報を位置
情報変換部14へ出力する。

の発呼が救命・救急機関等への発呼である旨の通知を通
信先監視装置13から受信すると、該当回線の位置情報
を通話交換部12から取得すると共に、取得した位置情
報を住所または、緯度/経度等の一般的に認知可能な情
報に変換して位置情報通知部15へ出力する。

通話情報の交換を行い、他の通話交換システム(例え
ば、公衆網や他の移動系通信事業者)、または、救命・
救急機関等のインタフェースを行う。また、救命・救急
機関等に対しては、位置情報変換部14から出力された
緊急通報発呼場所情報を通話情報に付加して出力する。
発呼場所情報を付加する具体的な方法としては、例え
ば、位置情報変換部14から出力される住所や緯度/経
度等の位置情報を音声情報とし、もととなる緊急通報と
関連付けて別回線で通知する方法等が挙げられる。

態遷移を示す状態遷移図である。待ち受け状態21で
は、位置登録制御部121によって定期的に携帯端末1
