Since the phosphor is directly excited by the light emitted from the light source, the phosphor can emit light with high efficiency. Further, since the movable element is provided with the fluorescent material, the movable element and the fluorescent material do not need to be provided on different substrates, so that the structure is simplified and high-precision alignment is not required. In an exposure apparatus and a flat panel display using such a light modulation element, it is not necessary to form an array of light sources, so that the cost of the light source and the cost of element mounting can be reduced.
