The first driving motor 9 is started, the output shaft of the first driving motor 9 enables the second supporting roller 13 to rotate in a gear transmission mode, so that the PVC pipe moves rightwards, the first driving motor 9 is stopped after the moving distance of the PVC pipe meets the cutting length, the second driving motor 36 is started, the second driving motor 36 enables the cutting wheel 39 to start to rotate at high speed in a gear transmission mode, the main shaft 30 is driven by the handle 31 to rotate, the main shaft 30 pushes the top plate 28 downwards through the crank 32 and the supporting rod 33, the top plate 28 pushes the pressing plate 25 downwards through the guide rod 26, the pressing plate 25 drives the cutting wheel 39 to move downwards, so that the right end of the PVC pipe is cut through the cutting wheel 39, the handle 31 can be loosened after the cutting is completed, the top plate 28 moves upwards under the action of the second spring 27, so that the cutting wheel 39 moves upwards to be separated from the PVC pipe, and the PVC pipe is cut once.
