The working principle is as follows: when used, two situations are distinguished:
1. when the weather is suitable, the wind energy collected by the wind collecting blades 61 can be transmitted to a wind driven generator (not shown in the figure) to be used as energy supplement of the whole monitoring device 1, so that the energy consumption is reduced, meanwhile, the protective cover 77 is in an open state, the monitoring device 1 is positioned below the open protective cover 77, the protective cover 1 can provide sun protection for the monitoring device, and the situation that lines and shells on the monitoring device 1 are rapidly aged under high-temperature insolation is avoided;

Based on the above, the wind power collecting blade provided by the invention can connect the collected wind power to the wind driven generator to convert the collected wind power into electric energy when the wind power is small at ordinary times, so that a part of electric power is provided for the whole monitoring equipment, and the energy consumption is reduced; when the protective cover is not driven to be closed, the protective cover is in an open state above the monitoring equipment, and can provide sun protection for the monitoring equipment in places with strong sunlight irradiation especially in northwest regions, so that the accelerated aging of the monitoring equipment caused by overhigh temperature under strong light irradiation is avoided; when the jacking block rises, the gear I and the elastic shifting piece are simultaneously driven to rise, after the jacking block rises to a certain height, the gear I is meshed with the gear II, the rotating shaft starts to rotate at a high speed, the elastic shifting piece is driven to strike on the vibration ribs on the inner side of the protective cover, rain and snow attached to the protective cover are bounced through vibration, and the influence of rain and snow on the protective cover to the definition of monitoring equipment is avoided; when the rotating shaft starts to rotate at a high speed, the fan on the rotating shaft also rotates at a high speed, blown air flow passes through the air flow channel in the air guide sleeve and then blows to the surface of the protective cover, rain and snow which are vibrated by the elastic poking sheet can be taken away by the air flow, and secondary attachment of the rain and snow to the protective cover is avoided.
