The method according to claim 1, wherein the method for reporting information by the non-connected terminal comprises: the configuration parameters of the information reported by the non-connected terminal comprise a threshold and duration of cell service quality which trigger the non-connected terminal to report.

The method according to claim 2, wherein the method for reporting information by the non-connected terminal is characterized in that: the judging whether the reporting threshold is met by the non-connected terminal specifically comprises: if the quality of the current service cell of the non-connection state terminal is lower than the configured threshold for triggering the cell service quality reported by the non-connection state terminal in the duration, judging that the reporting threshold is met, otherwise, judging that the reporting threshold is not met.

setting a first configuration parameter of information reported by a non-connected state terminal, wherein the first configuration parameter is used for judging whether the non-connected state terminal exists or not;
starting a timer;
a base station generates a system message and broadcasts the system message, wherein the system message comprises a first configuration parameter of the set information reported by the non-connected terminal;
a terminal receives a system message broadcasted by a base station and stores a first configuration parameter;
the non-connected terminal judges whether a reporting threshold is met or not according to the first configuration parameter;
if the non-connected terminal meets the reporting threshold, reporting information to the base station;
in the running process of the timer, if the base station receives the information reported by the non-connected terminal, the existence of the non-connected terminal is judged, and if the timer is overtime and still does not receive the information reported by the non-connected terminal, the existence of the non-connected terminal is judged.
10. The method of claim 9, wherein the method comprises the following steps: the first configuration parameter comprises a duration and a threshold that must be higher than a current serving cell quality of a non-connected terminal; if a non-connection state terminal exists under the base station, the quality of a current service cell of the non-connection state terminal is lower than the threshold in the first configuration parameter within the duration, and then the report threshold is judged to be met.
11. A method for detecting whether a terminal exists under a base station is characterized by comprising the following steps:
whether a connected terminal exists under the base station is judged,
if there is no connected terminal, the method for detecting whether there is a non-connected terminal under the base station according to claim 9 is used to detect whether there is a non-connected terminal under the base station.

a base station generates a system message and broadcasts the system message, wherein the system message comprises a second configuration parameter of the set non-connection state terminal reporting information;
the terminal receives the system message broadcasted by the base station and stores a second configuration parameter;
the non-connected terminal judges whether the reporting threshold is met or not according to the second configuration parameter;
if the non-connected terminal meets the reporting threshold, reporting information to the base station;
and if the base station receives the information reported by the non-connection state terminal, judging that the base station has the mobility problem of the non-connection state terminal.
13. The method of claim 12, wherein the second configuration parameter includes a duration and a threshold lower than a terminal reselection threshold, and if the quality of a current serving cell of the unconnected state terminal is lower than the threshold in the second configuration parameter during the duration, it is determined that the reporting threshold is met.
14. A method for detecting whether a base station has a terminal mobility problem is characterized by comprising the following steps:
detecting whether the service quality of a connected terminal is lower than a set threshold, if so, judging that the base station has the problem of the mobility of the connected terminal;
detecting whether there is a mobility problem of the unconnected terminal by the method for detecting whether there is a mobility problem of the unconnected terminal in the base station as claimed in claim 12;
and when the mobility problem of the connected terminal or the mobility problem of the unconnected terminal is detected, judging that the base station has the mobility problem of the terminal.

when detecting whether the base station has the mobility problem of the non-connection state terminal, the processing module also comprises a judgment on whether the reported information of the non-connection state terminal is received or not and a judgment on whether the mobility problem of the non-connection state terminal exists or not;
when detecting whether the base station has the terminal mobile information problem, the processing module further comprises a connected terminal mobility problem judgment module and a non-connected terminal mobility problem judgment module.
16. A terminal, comprising:
