The controller 1 controls the operation of the electromagnetic rotating device 5, and the lifting rod 7 moves up and down in the electromagnetic rotating device 5, so that the water level detection device 8 can detect the water level in the vertical direction in the cable pit. The infrared sensor 9 can detect the distance between the rotating rod 4 and the inner wall of the cable pit, and transmits the detected parameter value into the controller 1, and when the parameter value detected by the infrared sensor 9 is lower than the parameter value set by the controller 1, the controller 1 controls the servo rotating device 2 to rotate reversely, so that the lifting rod 7 is prevented from colliding with the inner wall of the cable pit. In this way, the water level detection device 8 can detect the overall water level height in the cable pit, detect the change of the water level during the movement process, and transmit the parameter value to the controller 1 in real time.
