A drilling and dredging method for old-fashioned area water comprises the steps of arranging a water stopping sleeve on the inner wall of a drilled hole left after drilling of a drilling tool, discharging harmful gas in the drilled hole into a drainage pipeline through an exhaust port arranged at the top of one side of the water stopping sleeve by means of a negative pressure principle, discharging a mixture in the drilled hole into a U-shaped pipe through a slag discharging hole at the bottom of one side of the water stopping sleeve by means of the slag discharging sleeve, enabling gas in the mixture to enter the drainage pipeline from the exhaust end of the U-shaped pipe through the negative pressure according to a pressure difference after the mixture enters the U-shaped pipe, enabling a large amount of waste water in the mixture to enter the drainage pipeline through the water quantity measuring mechanism, controlling the first high-pressure controllable slag discharge quantity, controlling the second high-pressure sluice valve to be capable of adjusting the negative pressure so as to extract harmful gas and drainage, closing the second high-pressure sluice valve and the third high-pressure sluice valve, directly measuring the mixture in the U-shaped pipe according to the positive pressure meter, opening the third high-pressure sluice valve according to the pressure difference, and further enabling the mixture to be discharged in the depth when the fourth high-pressure meter is opened.
