7. The method of claim 1, wherein the preset dwell condition comprises: the transmission power of the reference signal of the cell is higher than a preset power threshold.
8. The method of claim 7, wherein the step of determining the camping cell based on the measurement result and a preset camping condition comprises:
acquiring a pre-resident cell based on the measurement result and a preset resident condition; the transmitting power of the reference signal of the pre-resident cell is higher than a preset power threshold value; the measurement result comprises the transmitting power of a reference signal corresponding to a cell;
and selecting the pre-resident cell with the highest transmission power of the reference signal as the resident cell.
9. An apparatus for call setup, the apparatus comprising:
the first acquisition module is used for acquiring the frequency point information of the current different system cell;
the first measurement module is used for responding to the second paging request information, measuring the cell based on the current inter-system cell frequency point information and obtaining a measurement result; the second paging request message is sent by the mobility management entity after responding to the first paging request message from the mobile switching center;
a first determining module, configured to determine a camping cell based on the measurement result and a preset camping condition;
a first generating module, configured to generate paging response information based on a camped cell;
a first sending module, configured to send the paging response message to a mobile switching center, so that the mobile switching center establishes a call based on the paging response message.
10. The apparatus of claim 9, further comprising:
a first receiving module, configured to receive system information of a first cell; the first cell system information comprises first inter-system cell frequency point information;
and the first storage module is used for storing the frequency point information of the first different system cell as the frequency point information of the current different system cell.
