Claims (10)

1. The road parking charging management method based on the special PDA is characterized by comprising the following steps:
the parking detection device detects whether the vehicle is parked completely and sends a vehicle parking completion signal and a parking number to the cloud server;
the cloud server transmits the vehicle parking completion signal and the parking number to a charging manager PDA end;
the charge manager PDA terminal collects license plate number information of a parked vehicle according to the parking number and sends the collected license plate number to the cloud server information;
the cloud server starts parking timing according to the received license plate number information;
the cloud server judges whether payment request information sent by the mobile client is received or not,
if so, stopping timing, generating payment information and sending the payment information to the mobile client;
if not, further judging whether a vehicle driving-away signal sent by the parking detection device is received, and if so, recording the unpaid fee information.
2. The special-purpose PDA-based road parking charge management method of claim 1, wherein before the parking detection means detecting whether the parking of the vehicle is completed and transmitting the parking completion signal and the parking number to the cloud server, further comprising:
the parking detection device detects whether a vehicle enters and sends a vehicle entering signal and a parking number to the cloud server;
the cloud server sends the vehicle entrance signal and the parking number to the charge manager PDA end;
and the charge manager goes to the corresponding parking space for parking guidance according to the vehicle driving-in signal and the parking space number received by the PDA end of the charge manager.
3. The method for managing parking fees on roads based on dedicated PDA as claimed in claim 1 or 2, wherein said cloud server further comprises after starting parking meter according to received license plate number:
the cloud server generates parking management information and sends the parking management information to the charge manager PDA terminal;
the parking management information comprises license plate numbers, parking time, parking places, parking numbers, historical arrearage times, historical arrearage amount and payment links;
and the PDA terminal of the charge manager prints the received parking management information into a bill and provides the bill for the owner of the vehicle.
4. The special-purpose PDA-based road parking charge management method according to claim 3, wherein after generating payment information and sending it to the mobile client, further comprising:
the mobile client carries out parking payment and sends payment information to the cloud server;
and the cloud server receives the paid information and judges whether a vehicle driving-away signal sent by the parking detection device is received within preset time, and if the vehicle driving-away signal is not received, the parking timing is restarted.
5. The special-purpose PDA-based road parking charge management method of claim 4, wherein the collection of the license plate number of the parked vehicle by the PDA end of the charge manager according to the parking number may specifically be:
and the PDA terminal of the charge manager shoots the license plate photo through a camera module of the PDA terminal.
6. The special-purpose PDA-based road parking charge management method of claim 4, wherein the collection of the license plate number of the parked vehicle by the PDA end of the charge manager according to the parking number may specifically be:
the toll administrator broadcasts the license plate number information through voice;
and the charge manager PDA terminal collects the voice broadcast license plate number information and carries out intelligent voice special noise reduction processing.

The road parking charging management system based on the special PDA is characterized by comprising: the system comprises a mobile client, a charge manager PDA terminal, a parking detection device and a cloud server; the mobile client comprises a payment module; the charge manager PDA end comprises a license plate number acquisition module and a display module; the cloud server comprises a data forwarding module, a timing module, a first judgment module, a second judgment module, a payment information generation module and a arrearage recording module;
the parking detection device is used for detecting vehicle parking information and sending the vehicle parking information to the cloud server, wherein the vehicle parking information comprises whether a vehicle is driven in, whether parking is completed and a parking number;
the data forwarding module is used for forwarding the vehicle parking information to the charge manager PDA terminal;
the license plate number acquisition module is used for acquiring license plate number information of a parked vehicle and sending the acquired license plate number to the cloud server information;
the timing module is used for starting parking timing according to the received license plate number;
the first judgment module is used for judging whether payment request information is received or not;
the second judging module is used for judging whether a vehicle driving-off signal sent by the parking detecting device is received or not;
the payment information generating module is used for generating payment information and sending the payment information to the mobile client;
the arrearage recording module records the information of non-payment.
8. The PDA-based road parking charge management system of claim 7, wherein the license plate number acquisition module comprises a camera module, a voice input module and an intelligent voice special noise reduction module.
9. The PDA-based road parking charge management system of claim 8, wherein the cloud server further comprises a neural network text recognition module and a parking space status identification module;
the neural network text recognition module is used for carrying out neural network image text recognition on the license plate photo to extract a license plate number;
the parking space state identification module is used for marking different colors according to the using state of the parking space.
10. The PDA-based road parking charge management system as recited in claim 9, wherein the mobile client further comprises an inquiry module for inquiring parking space usage state information before parking;
the charge manager PDA terminal also comprises a printing module, a positioning module and a face recognition module, wherein the printing module is used for printing bill information, the face recognition module is used for recognizing face information of the charge manager, and the positioning module is used for positioning the charge manager PDA terminal in real time.
