The invention relates to a dust cleaning and collecting device for a photovoltaic panel, which comprises a box body, wherein a working cavity with an upward opening is arranged in the box body, a cleaning device is arranged in the working cavity and comprises a cleaning block arranged in the working cavity in a sliding manner, a spray nozzle is fixed on the right side of the cleaning block, a rotating cavity with a downward opening is arranged at the bottom of the cleaning block, the photovoltaic panel with an upward opening is arranged in the lower end wall of the working cavity, a lower winding cavity is arranged in the left end wall of the working cavity, a torsion spring cavity with a downward opening is arranged in the upper end wall of the lower winding cavity, a dust suction port with a leftward opening is arranged in the right end wall of the working cavity, an input cavity is arranged on the right side of the dust suction port, a moving device is arranged in the input cavity, a main motor is fixed in the lower end wall of the input cavity, an output cavity is arranged on the lower side of, the left side of the discontinuous cavity is provided with a fan cavity, the fan cavity is internally provided with a dust collection device, the dust collection device comprises a fan shaft rotatably arranged in the right end wall of the fan cavity, the left side of the fan shaft is fixed with a fan, the right side of the fan shaft is fixedly provided with a coupler which is communicated in a forward direction and disconnected in a reverse direction, the left side of the fan cavity is provided with an accumulation cavity with an opening facing to the left and communicated with the fan cavity, the lower side of the accumulation cavity is provided with a placing cavity with an upward opening, the lower end surface of the placing cavity is provided with a pressing cavity with an upward opening, the pressing cavity is internally provided with a collection device, the collection device comprises a lower pressing plate arranged in the pressing cavity in a sliding manner, the lower side of the lower pressing plate is fixedly provided with a pressing spring fixed in the lower end wall of the pressing cavity, and the lower end surface of the pressing cavity, the rack cavity sealing device is characterized in that sealing driving cavities communicated with the rack cavity are symmetrically arranged in the front side end wall and the rear side end wall of the rack cavity, sealing cavities communicated with the placing cavity are symmetrically arranged in the front side end wall and the rear side end wall of the placing cavity, and limiting cavities with upward openings are arranged in the lower end wall of each sealing cavity.
