As shown in fig. 2, the vertical moving assembly 4 is provided on the horizontal moving assembly 2 to be reciprocally movable in the vertical direction. The vertical moving assembly 4 includes: eccentric wheel 41, connecting rod 42, lifting guide 43, balancing weight 44. The eccentric wheel 41 is arranged on the guide gear 23b and moves synchronously (including rotating and horizontal movement) with the guide gear 23b, one end of the connecting rod 42 is eccentrically connected to the eccentric wheel 41, the other end of the connecting rod 42 is connected with a balance weight 44, the upper end of the lifting guide member 43 is connected to the balance weight 44, the lower end of the lifting guide member 43 extends into a guide hole on the second horizontal extension section 222, the bottom end of the lifting guide member 43 is connected with a cutting member 51, after the eccentric wheel 41 rotates, one end of the connecting rod 42 with the balance weight 44 always points downwards, and the connecting rod 42 eccentrically rotates and moves up and down relative to the base plate 1. The cutting mechanism 5 is connected to the bottom of the elevation guide 43.
